Nuclear Power Operational Research & Assessment Center (ORAC) is the technical support center for the Chinese government and the nuclear industry authority in the area of operational assessment, operating experience exchange, licenced exam for RO/SRO, emergency response and software engineering. The center also provides technical service for NPPs in operation and safety related projects.
ORAC is a member of the Secretariat for the Operating Assessment Committee of Nuclear Power Plants and provides the Committee with the technical supports on the Operating Assessment, and prepares a lot of management and technical documents for establishment of the operational assessment system, and also co-organized and took part in the first operational assessment for domestic nuclear power plant (Qinshan Phase Ⅱ ) successfully in 2002.
　　RINPO is the director and secretary of the Nuclear Reactor Operation Committee (NROC), and ORAC is responsible for the routine management of this committee.
One effective way of promoting safety and reliability of nuclear power plants is the operating Experience Feedback. Since 1993, ORAC has been engaged in screening and analysis of significant events from IAEA and WANO, and compiled the results of analysis into Operating Experience Feedback Report that are distributed to NPPs,, NNSA, and CAEA for reference in management decision, and this has played a positive role in promoting the development of nuclear industry in China.
　　At present, ORAC is assisting CAEA to Establish operating experience exchange system of nuclear industry in China.
　　ORAC has been engaged in the written examination paper for operators of nuclear power plants in China and the in-site examining services since 1991, and has made a great contribution for the selection and examination of the first Chinese operators. Up to the end of 2003, 55 times for the operators of all nuclear power plants in China has been examined, and 107 examination papers has been compiled. The total number of operators taking part in the examination is 986 person-times, in which the RO is 593 person-times in 28 examinations and the SRO is 393 person-times in 27 examinations. About 700 operators (both RO and SRO) have passed through the examination and obtained the licenses.
　　ORAC owns an engineering software development team with software development and nuclear power engineering experience. In recent years, it has successfully developed or been developing many sets of nuclear power engineering software, such as, Work Permit Management System (WPMS), China Information Network of Nuclear Power Operation (CINNO), Operational Experience Management System (OEMS), and so on.
　　Consigned by National Nuclear Safety Administration and China Atomic Energy Agency, RINPO has been compiling China National Report Under the Convention of Nuclear Safety since 1998, as well as Operation Annual Report for Nuclear Power Plant of China (Chinese and English version) and Production Quarterly Report of Operational Nuclear Power Plant.
